The cost of these changes has been hotly debated for a long time. Projected PSA that the changes will cost the industry between 8 and 19 billion.

The principal changes proposed are

• establishment of a unified reference.

• easing of regulations by taking away an absolute requirement for the use of free-fall lifeboats, if it is achieved equally robust solutions using other means of evacuation to sea.

• additional requirements for maritime requirements for the design of evacuation equipment and launch arrangements on newly built mobile installation.
